But you SHOULD provide a reason because if you don't, then people don't have any direction whatsoever as to what they're supposed to do to improve/get their art accepted. 

In the long term, that ACTUALLY makes it easier on you guys because then you don't get tons of people submitting the same deviation multiples times over and over (which spams the group's inbox) and if you give them a flat reason right from the start, then they'll know exactly what the problem is. And if it doesn't meet the group's criteria in the first place, then you can justify it so they don't keep submitting it.

To not provide a reason actually makes work load significantly thicker for you and the other group admins and with hindsight in 20/20, it makes little to no sense.

Submission approval have a few criteria to meet:
That the work submitted meets with the requirements in the submission guideline.
That the work is submitted to the appropriate folder.
Then the work is to be judged and voted on for quality depending on the folder it is submitted to.

Always read those guidelines to know the requirements you need to meet for the folder you want to submit to.

I'd really use some guidance right now. So, I submitted an anthropomorphic canine to Member Exposure - Critique. Was this the correct folder to chose? I know, it's time consuming trying to help someone out but, this is the first group I've ever joined. I need you to be patient with me. Sweating a little...
